Droughts and drought resilience are gaining in importance and attention both nationally and internationally. Within the framework of Germany’s EU Council Presidency, the German Federal Ministry for Economic Cooperation and Development – as a national focal point of the United Nations Convention to Combat Desertification (UNCCD), – is organising a European strategy on the topic especially in preparation for the next UNCCD Conference of the Parties in 2021. DIE researcher Michael Brüntrup, the German contact scientist for the UNCCD and member of the international working group on drought, supported the BMZ by giving a keynote speech in the framework of the European Council’s Working Party on International Environment Issues – Desertification (WPIEI-DES). In line with the German sustainability strategy, he emphasised the importance of the issue for the EU countries themselves, for the channels of action and areas of intervention within bilateral development cooperation, and the need for greater harmonisation and cooperation at the international level. The aim must be to achieve a better understanding of the multiple impacts of (different types of) droughts (vulnerability analyses), to expand monitoring and early warning systems, and to give pro-active and preventive measures more weight, and to better link them to disaster intervention and emergency aid (multi-level resilience).
Dürren und Dürreresilienz gewinnen national und international an Bedeutung und Aufmerksamkeit. Im Rahmen der deutschen EU-Ratspräsidentschaft organisiert das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) als nationaler Fokuspunkt der United Nations Convention to Combat Desertification (UNCCD) eine europäische Strategie zum Thema, insbesondere in Vorbereitung auf die nächste UNCCD-Vertragsstaatenkonferenz 2021. DIE-Forscher Michael Brüntrup, der deutsche Kontaktwissenschaftler der UNCCD und Mitglied der internationalen Arbeitsgruppe zu Dürre, unterstützte das BMZ durch ein Impulsreferat im Rahmen der European Council’s Working Party on International Environment Issues – Desertification (WPIEI-DES). Analog zur deutschen Nachhaltigkeitsstrategie betonte er die Bedeutung des Themas für die Länder der EU selbst, für die Wirkungskanäle und Interventionsbereiche innerhalb der bilateralen Entwicklungszusammenarbeit, und die Notwendigkeit, auf internationaler Ebene mehr zu kooperieren und Aktivitäten stärker zu harmonisieren. Ziel müsse es sein, ein besseres Verständnis für die vielfachen Auswirkungen von (verschiedenen Ausprägungen von) Dürren zu erreichen (Verletzlichkeitsanalysen), Monitoring- und Frühwarnsysteme auszubauen, proaktiven und vorbeugenden Maßnahmen mehr Gewicht zu geben und sie besser mit Katastropheninterventionen und Nothilfe zu vernetzen (Mehrebenen-Resilienz).
Imme Scholz has been appointed as a new member of the Independent Group of Scientists (IGS), which compiles the Global Sustainable Development Report (GSDR) for 2023. The 15 members analyse the implementation of the 2030 Agenda and the associated Sustainable Development Goals (SDGs). The report aims to strengthen the interface between science and politics and to serve as a strong evidence-based tool to support policy-makers in promoting poverty eradication and sustainable development. The IGS looks at the state of the global sustainability agenda from a scientific perspective in order to address emerging issues and challenges and to formulate recommendations for action – for governments and other actors, such as business or civil society. The upcoming GSDR will also address the implementation of the 2030 UN-agenda in the context of the Covid-19 pandemic.
Imme Scholz wurde als neues Mitglied in die Independent Group of Scientists (IGS) berufen, welche den Global Sustainable Development Report (GSDR) für 2023 zusammenstellt. Die insgesamt 15 Mitglieder analysieren die Umsetzung der Agenda 2030 und die damit verbundenen Ziele für nachhaltige Entwicklung (SDGs). Der Bericht zielt darauf ab, die Schnittstelle zwischen Wissenschaft und Politik zu stärken und als starkes evidenzbasiertes Instrument zur Unterstützung der politischen Entscheidungsträger*innen bei der Förderung der Armutsbeseitigung und der nachhaltigen Entwicklung zu dienen. Die IGS betrachtet den Stand der globalen Nachhaltigkeitsagenda aus wissenschaftlicher Perspektive, um aufkommende Fragen und Herausforderungen anzusprechen und Handlungsempfehlungen für Regierungen und weitere Akteure, wie die Wirtschaft oder die Zivilgesellschaft, zu formulieren. Der kommende GSDR wird auch die Umsetzung der Agenda 2030 im Kontext der Covid-19 Pandemie thematisieren.
