Der Erfolg im Gesundheitssektor beruht auf einer beispiellosen Mobilisierung von Regierungen, der Ermutigung zu neuen Kooperationensmustern, und einer umfangreichen Prüfung von Projekten. Konsequentes und politisch unabhängiges Durchgreifen hat dabei erheblich zu den Erfolgen beigetragen. Maßgeblich hierfür waren der Globale Fonds und Gavi. Sie sollten als Vorbilder dienen, um die deutsche und europäische Entwicklungszusammenarbeit besonders im Bereich Bildung strategisch auszurichten.
