Development “Post-Aid”: ETTG Meetings

Think tanks and policymakers examine how Europe can align competitiveness agenda with global commitments.

IDOS Deputy Director (interim) Dr Axel Berger represented IDOS at the first European Think Tanks Group (ETTG) Board Meeting of 2026, hosted by the Real Instituto Elcano in Madrid. ETTG is a network of independent Think Tanks working on EU international cooperation for sustainable development. The strategy and coordination meeting focused on the EU competitiveness and strategic autonomy agenda and pooled insight on how Europe can align pursuit of economic resilience with responsibility for global sustainable development and social justice. The meeting was also interlinked with the expert event hosted jointly by ETTG, the Real Instituto Elcano and the Spanish Ministry of Foreign Affairs, European Union and Cooperation: “From Sevilla to Implementation”.

The event explored how a “post aid” architecture can be shaped to address the $4 trillion SDG financing gap. Participants highlighted the importance of mobilising domestic resources and private capital towards development priorities, and emphasised the key role of modernised, regional development banks. Dr Axel Berger pointed out that the Sevilla Platform for Action is a testing ground for how multilateral agreements build around the consensus principle can be combined with plurilateral and multistakeholder coalitions for ambitious implementation.
