What does Zeitenwende (turning point) mean for German development policy?

In response to the „Zeitenwende“ (turning point) announced by Federal Chancellor Olaf Scholz, DIE is addressing the question of how this will affect the field of German development policy. Based on analyses of the various programmes, Prof. Dr. Anna-Katharina Hornidge explained in external discussions with political decision-makers in external policy fields at federal level and representatives of African governments, for example at the Africa Roundtable organised by the Global Perspectives Initiative on 12 May 2022, or in exchanges with implementing organisations such as the Gesellschaft für Internationale Zusammenarbeit (GIZ), how current developments are affecting the various thematic fields of German development cooperation. Based on the scientific work of the overall DIE team, she repeatedly addressed the consequences of climate change, pandemics, autocratisation trends and the weakening of the multilateral system for international cooperation and identified concrete fields of action and transformative levers for German development policy, which help to shape the term ‚turning point‘ chosen by Chancellor Scholz.
