Prof. Amirah El-Haddad called for deeper Europe–MENA industrial integration based on shared standards, supplier upgrading and risk insurance.

At the World Bank’s MENA Economic Update webinar on Challenges of Conflict and Industrial Policy for Development, Prof. Amirah El-Haddad argued that industrial policy in the MENA region must move beyond isolated sector support toward ecosystem-building, resilient supply chains, and deeper Europe–MENA industrial integration.
The intervention proposed thinking beyond purely national industrial policy toward a “Mediterranean Industrial Resilience Compact” linking Europe and MENA around standards – including green standards, rules of origin, supplier upgrading, certification, and political risk insurance. Drawing on examples such as Morocco’s automotive ecosystem and Egypt’s recent supply-chain disruptions, the discussion highlighted the importance of logistics reliability, institutional discipline, and regional coordination under conditions of persistent global disruption and fragmentation.
