High-integrity climate action shifts focus from pledges to delivery

The event explored next steps for climate action and launched the CoAct database to support transnational climate policy and research.

On June 15, IDOS, alongside partners from the ACHIEVE, BioCAM4, and CAMDA projects, convened an event on the future of high-integrity climate action. Framed by the renewed Global Climate Action Agenda under the COP 30 and 31 presidencies, the event examined how voluntary and cooperative climate initiatives can move beyond commitments towards implementation while strengthening ambition, accountability, and integrity.

The discussion brought together representatives from CDP, WWF, ICLEI, and WRI, alongside perspectives from the presidencies of COP30 Brazil, COP31 Türkiye, and the UNFCCC. The panel explored how transnational action can better align with the outcomes of the Global Stocktake and contribute more effectively to implementing the Paris Agreement. Among other things, panelists underlined insufficient finance as a key barrier to scaling up implementation.

A highlight of the event was the launch of the CoAct database, a new evidence base designed to map and assess cooperative climate initiatives, their contributions, and their integrity. By providing a clearer picture of how these initiatives are evolving and where they deliver outputs, the database aims to strengthen both research and policy discussions on the future of the Global Climate Action Agenda.

Bringing together researchers, policymakers, and practitioners, the event underscored that the next phase of global climate governance will depend on ensuring that cooperative climate action is transparent, evidence-based, and capable of delivering meaningful implementation.
