What capacities do we need for a more sustainable future?

In the new discussion paper from the Science Platform Sustainability 2030 (wpn2030), Dr Axel Berger and Sarah Löpelt formulate thirteen overarching findings on needs, challenges and possible solutions with regard to capacity building as a lever for sustainability transformations in Germany and in an international context.

In order to shape sustainability transformations across society as a whole and accelerate the implementation of the 2030 Agenda for Sustainable Development and the German Sustainability Strategy (DNS), a wide range of capacities must be built up and developed among governmental and non-governmental actors. Based on the Global Sustainable Development Report (GSDR) 2023 and other scientific literature, the paper addresses the following points, among others: 

  • the need for diverse transformation competencies and the corresponding resources and structures to develop, strengthen and apply these competencies 
  • the need to develop long-term transformation strategies in the first phase of transformation 
  • the central importance of competencies for cooperation, participation and dialogue across different departments, sectors and stakeholder groups in the second transformation phase, and 
  • the need for structural anchoring of transformative measures in the third transformation phase. 

The discussion paper, which was drafted with the participation of the attendees, is based on an expert workshop (DNS-Lab) organised by wpn2030. The DNS-Lab was held on 10 December 2024 in cooperation with the Technical University of Berlin with 25 representatives from policy/administration, science, civil society and business.
