Dr. Stephan Klingebiel spoke on the role of development cooperation in an environment of fundamental changes and uncertainty. In his contribution he addressed the role of development policy for the ongoing fundamental global changes and the area of uncertainty. In development policy debates, South Korea often plays a special bridging role between actors from the Global South and donors from the Organisation for Economic Co-operation and Development (OECD). The conference format underscored this special role at a time when key global players are looking for new development paradigms.
